We have 4 new Council members on City Council right now so we’ve worked hard to provide them with the kind of information we think they’d need to know to help them be as productive as possible in their new positions. We’ve given them a tour of all the city facilities, they’ve met with key employees in each department and we’ve given them a 3 inch thick notebook chock-full of information about what we do as a city and who does what. There’s still a learning curve but hopefully we’ve made the time it takes to get to the top a little bit shorter and easier to get to. I thought it might be helpful to share the short write up on what the Community Development Department does.

Re: Community Development Department Overview
To assist new members of City Council in understanding the structure and responsibilities of the Community Development Department, the following overview is provided. The Department is divided into two divisions as it currently exists. These two divisions are the Planning and Zoning Division and the Building Services Division.
1. Planning and Zoning Division
This portion of the Department includes zoning and development review and administration, any planning related functions, grant administration and economic development. This division works under the Director and includes the Plans Administrator, the Development Engineer, the Development Planner and the Administrative Assistant to the CD Director. This division handles all development review at its initial stages, coordinates the review of plans with other City Departments, administers the requirements of the City’s Zoning Code and Subdivision Code and shares some of the permit issuance responsibilities. This division also administers the City’s Community Development Block Grant (CDBG) Program and Community Housing Improvement Program (CHIP), the latter when it is available and as part of those programs, the grant and housing related activities. The Division also plays a role in the City’s Economic Development efforts and manages the City’s various ED incentive programs. This division provides support services to the City’s Planning Commission, Board of Zoning Appeals, Architectural Advisory Board, Environmental Commission, Fair Housing Board, Housing Advisory Committee. Some planning related activities are also coordinated by this division.
2. Building Services Division
This Division handles all requests for building permits, building plan reviews and inspections. It is also responsible for the enforcement of the City’s Exterior Maintenance Code and all other building related codes. It is comprised of both permanent full-time staff, part-time inspectors and contracted entities. Permanent staff include the Building Services Supervisor (who also oversees this division), the Code Enforcement Officer (currently vacant but being upgraded to full time) and an Account Clerk. Various mechanical inspectors are permanent part time positions paid and used as needed. The plan examiner position is contracted out and is used as needed. The Building Services Division is a certified building department and also recently achieved one of the highest ISO ratings in Ohio. The part time and contracted positions allow the City to maintain all of the necessary positions needed for certification while at the same time reducing costs as compared to having all of those positions filled by full-time employees.
The Community Development Department has been in place for about 25 years and was preceded dating back to the mid-1970’s by a Planning Department. The building enforcement component came to the Department in the early 1990’s. In its early days, the primary function of the department was grant administration, including the CDBG program as well as a Solar Energy grant.
